CY2025 Random Drug and Alcohol Testing Rates
FTA has published the Drug and Alcohol Random Testing Rates for calendar year 2025. The minimum random drug testing rate remains at 50 percent and the random alcohol testing rate remains at 10 percent.

2020/2023 Federal Custody and Control Form (CCF)
The Office of Drug and Alcohol Policy and Compliance (ODAPC) recently announced that the 2023 CCF will be the same as the 2020 CCF. As of August 31, 2023, the 2020/2023 Federal CCF must be used for DOT-regulated specimens. The CCF can be found here. The 2017 CCF can still be used without a Memorandum for the Record (MFR) being required until August 31, 2023. As of August 31, 2023, if the 2017 CCF is used, a MFR will be required.

Updated SAP Guidelines
USDOT issued updated Substance Abuse Professional (SAP) guidelines on June 1, 2023. This updated version addresses changes that have occurred as a result of DOT's final rule, which was published on May 2, 2023. The most recent changes are listed on the last page of the updated guidelines.

USDOT Publishes Drug Testing Rule
USDOT issued a final rule on May 2, 2023 amending the Department's regulated industry drug testing program to include oral fluid testing. This change gives employers the option of using oral fluid testing in their drug and alcohol testing programs. The final rule goes into effect on June 1, 2023, however, oral fluid testing cannot be implemented until the Department of Health and Human Services (HHS) certifies at least two laboratories (one to serve as a primary laboratory, and a second to serve as a split specimen laboratory).
