RLS & Associates Inc. is a consulting firm headquartered in Dayton, Ohio and has been serving the public transit industry since 1987. 

With a nationally recognized reputation for excellence in providing professional consulting services to State DOTs and transit systems small and large, RLS & Associates, Inc. (RLS) is no stranger to the requirements of a comprehensive and successful RTAP program. In addition to managing the Wisconsin RTAP Program since 2011, RLS has been responsible for the administration and implementation of the New Hampshire RTAP Program since 2013; the Indiana RTAP program (awarded the FTA Outstanding State RTAP Program in 2009) since 2005; and the primary provider of services through Ohio’s RTAP Program since 1989.


Ms. Vicky Warner, Wisconsin RTAP Project Manager, has over twenty-four years of transit experience in the areas of training, technical assistance, and compliance. She is responsible for the administration and daily operations of RLS’ Columbus, Indiana office. Ms. Warner is a Certified Community Transit Manager from the Community Transportation Association of America (CTAA),a CTAA Passenger Service and Safety (PASS) Master Trainer, and a certified Passenger Assistance Techniques Instructor. In addition, she has completed the National Transit Institute’s Advanced Mobility Securement Train-the-Trainer course and the CTAA Certified Safety and Security Officer training. Ms. Warner will be responsible for overall management of the Wisconsin RTAP Program and conducting Wisconsin RTAP trainings.


Mr. Troy White has 12 years of transportation experience and joined RLS & Associates in October 2021, providing training and technical assistance to the Indiana Department of Transportation through the Indiana Rural Assistance Program. Mr. White is a certified instructor in Passenger Assistance Techniques, Emergency Evacuation Procedures, along with numerous other training. Mr. White is also the recipient of the Master Driver Award.
